The City’s Map conditions will be those imposed at the time of approval. Sometimes, Map approval pre-annexation will contain a condition that states that Map will also be subject to “any conditions imposed by LAFCO.”  Technically,  LAFCO’s conditions are speaking to conditions to the annexation itself, not the Map approval.  So, you could have a situation where either the overall project may be subject to more conditions of approval, but not the Map; or a situation where  both the overall project is subject to more conditions of approval as is the Map (because the original Map approval expressly incorporated future LAFCO conditions).</description>

The way the SDMA reads, it seems like later when LAFCO is approving the annexation, they will ask the City if there are any conditions, would that give the City the opportunity to apply more conditions than those they already applied?</description>
